Tyler Maxwell

Tyler brings 15+ years of expertise in managing federally funded R&D programs, leveraging PMO-driven strategies to deliver measurable and impactful results. He specializes in guiding organizations through securing non-dilutive funding, navigating complex federal procurement processes, and ensuring seamless program execution for agencies including DoD, DOE, and HHS.

With a technical foundation as an engineer, Tyler combines analytical precision with operational excellence to oversee large-scale programs. His extensive PMO experience enables him to establish frameworks that drive efficiency, align projects with strategic goals, and ensure accountability across all phases of program delivery. Tyler is adept at program governance, risk management, and resource optimization, helping organizations achieve mission-critical outcomes.

Highly skilled in proposal development, compliance, and lifecycle program oversight, Tyler provides comprehensive support for managing the intricate requirements of federal contracts and OTAs. His approach integrates technical expertise, strategic planning, and a results-driven focus, making him a valuable partner in navigating the federal R&D landscape.

Drew Stiles

Drew has 20+ years of experience helping organizations identify opportunities from the U.S. Government for non-dilutive R&D funding, navigate the federal procurement process, prepare proposals, win awards, and successfully manage the resulting programs.


Drew has substantial experience with R&D programs funded by DOD, DOE, HHS, and Consortium OTAs.


He also brings supply chain experience working with the U.S. Government on multiple industrial base expansion initiatives to establish domestic manufacturing capabilities for rare earth minerals, munitions/energetics, pharmaceuticals, and personal protective equipment as a matter of national security.


Drew is well versed in preparing successful white papers, market research abstracts, and full proposals as well as navigating the accounting, compliance, project management, and administration requirements associated with government grants, contracts, and Other Transaction Authority (OTA).


He regularly designs and implements compliant cost accounting structures for organizations receiving their first cost-reimbursable government award. This includes developing indirect rate structures and cost allocation methodologies in accordance with government cost accounting regulations, while also helping contractors to maximize profitability and minimize exposure to compliance risk.

Zac Bowen, Ph.D.

Dr. Bowen has 13+ years of experience in life   science research and development, spanning neuroscience, physics, data   science, applied software engineering, and bioinformatics. He holds his   doctoral degree in Biophysics and has authored over a dozen scientific   publications with a specialization in neuroscience.


Zac’s technical expertise spans neuroimaging, computational neuroscience, data science (data management, analysis, visualization), software development, project management, and grant/publication writing. Zac has worked as a scientific consultant leading the end-to-end development of grant proposals to DOE, DOD, ARPA-H, BARDA, NIH and numerous foundations. He has helped dozens of clients secure   non-dilutive funding for the development of innovative solutions in a wide   range of biomedical and biotechnology domains.


Through research publications and competitive grant proposals, Zac has gained extensive experience conveying complex technical and biomedical concepts in a compelling and concise manner. He regularly helps life sciences companies identify opportunities for   non-dilutive funding for the development of biomedical devices, novel drugs, software solutions, gene and cell therapies, and more. 


Zac also has experience leading project management and coordination efforts on government funded R&D projects ensuring programs stay on schedule and on budget while effectively communicating project status with government stakeholders.
